View Only Permission - Microsoft Community

hi, have assigned view permission level number of users in sub-site, want them able view documents online , not able edit or download.  i'm using modern view in libraries gives button download documents.  users view permission able use button download mean overriding permission level given them.  how stop happening?

based on test, if 1 user has view access 1 document, when clicks download button, still cannot download document successfully. if users grant view permission able download documents, suggest refer steps below check permission these files:
    1. select 1 document user can download in sharepoint online , click icon , open details pane.
    
    2. click manage access under has access. check permissions document.
    
    3. refer article check permissions user or group. in case, can check if user able download files in group has permission editing document.

Email with "Certificate attachment" from my company not - Microsoft Community
