Can you edit content controls in a text box on a protected - Microsoft Community

i'm creating form want able restrict filling in form fields only.  i have plain text content controls various fields, having trouble maintaining overall format of form way, since entering text cause other boxes change positions on page.  to solve this, tried placing content controls inside of text boxes place them wherever wanted, not within paragraph structure of page.  however, after doing , restricting editing "filling in forms," cannot place text content controls.

my question, is:

1) can make user can enter text content control located in text box, keep user making other changes?

2) if not, other options have allocating space content controls , maintain overall format?

use tables position content, instead of text boxes, "filling in forms" protection.
