How do I assure sync between locals of administrator, shared and One - Microsoft Community

i have local instance , 4 individuals share info with. have web location available all.

1.) presently no of local instances agree, nor agree web.

2.) if individual edit privilege creates folder in the web can't see admin. 

this wreaking havoc our organization. same thing on google drive , have instant synchronization , modification control. please me out not want restructure our data in google transfer.

working mac users @ business. have few issues outlook 2016 not seem have clear cut solutions can find searching community. new emails - messages sporadically go straight outbox after being sent, not send until user exits re-opens outlook, work after multiple restarts. error code see corresponding 17884 sync status - thousands of items have yet synced. sync status show proper statistics items syncing, statistics change 'server busy' , have no idea if still syncing in background or hung up. using 'sync folder' or 'send & receive' stack more items sync status window no progress made. connection window in bottom right corner - upon start up, display 'not connected'. can leave outlook open prolonged period of time , never change, if change status of outlook online offline multiple times in tools window. so far have rebuilt profile scratch within outlook tried opening outlook on multiple wifi networks tried ope
