How to Group Shape and Picture - Microsoft Community

i have oval on top of picture in word 2016. goal group them such can cut , paste word onenote without having placement of graphics 'wonky' causing users have re-format documents inside onenote, big pain in rear end demotivate of users ever use onenote.

i understand wrap text property graphics cannot be in line text. have set both top , bottom. despite doing this, still cannot select both graphics.
