Synchronising folders in outlook causing massive internet issues, need - Microsoft Community

whenever outlook app says 'synchronising' on dad's outlook desktop app, internet seems take large hit.
due app having no limitations on how upload bandwidth takes up.
being in australia, massive problem, have 90kb/s worth of upload bandwidth, results in 5000+ latency. 
i'm in search of on how solve these synchronising issues, either disabled entirely or bandwidth limited. 

appreciated!

sync in ms outlook when performing auto send/receive, default setting 30 minutes

what type of mail account using, pop, imap, hotmail or?

have installed third party anti-virus program?

(ps when daughter in aus, melbourne , others 6 months, had no issues)

Outlook 2016 for Mac - Multiple Issues, Error 17884 - Microsoft Community

working mac users @ business. have few issues outlook 2016 not seem have clear cut solutions can find searching community. new emails - messages sporadically go straight outbox after being sent, not send until user exits re-opens outlook, work after multiple restarts. error code see corresponding 17884 sync status - thousands of items have yet synced. sync status show proper statistics items syncing, statistics change 'server busy' , have no idea if still syncing in background or hung up. using 'sync folder' or 'send & receive' stack more items sync status window no progress made. connection window in bottom right corner - upon start up, display 'not connected'. can leave outlook open prolonged period of time , never change, if change status of outlook online offline multiple times in tools window. so far have rebuilt profile scratch within outlook tried opening outlook on multiple wifi networks tried ope
