Email about junk folder - Microsoft Community

i keep receiving annoying email. have signed account , thought i'd deleted said junk folder after week emails have started again.  i'm fed it.  i have emails stopped.  sometimes can't delete them , them on , on again. please sort out happening many people outlook should take responsibility

• are receiving emails illegitimate email addresses?
• are receiving emails legitimate email addresses?
• are having same issue on other browsers?
