if using office 365 account, please follow instructions in link create rules in outlook web app forwarding emails: https://support.office.com/en-us/article/use-rules-in-outlook-web-app-to-automatically-forward-messages-to-another-account-1433e3a0-7fb0-4999-b536-50e05cb67fed
if not using office 365 accounts, please let me know how did set rules in outlook. please check whether have set correctly. can provide screenshot of rule analysis. please remember move personal identification information before post screenshot. besides, can try recreate new rule forwarding since old 1 not working.
