for outlook concern, we'd know more information. kindly answer following questions clarification:

• could more specific in you're trying accomplish? screenshot helpful well. (kindly remove private information if possible)
• are using outlook on web or using outlook application?
• are using exchange server?

meanwhile, suggest check article creating rules if you're using outlook 2016, see section says stay organized, perform walkthrough , see if there changes.
