two outlook 2013 users , b connect same o365 tenant , same domain name.
a shares main contact folder b (using b’s identity gal - , not personal contact list).
b receives sharing invitation email , clicks on ‘open contact folder’.
the folder duly appears in b’s navigation pane under heading of shared contacts.

to use shared contact folder when addressing email, needs present address book*. add in list of address books, b right-clicks shared folder in navigation pane select outlook address book tab – but there isn’t one (just general, summary , synchronization).
b opens address book list ribbon , confirms not in list not can added there.
b browses o365 admin panel , looks missing permission. there none.
is still deficiency latest outlook 2016 o365 exchange , if on roadmap fixed?
* - there has been workaround (a.k.a. poor fudge) address book issues: open contact folder navigation pane, select addressee (only one, group can selected), select create / email. limited , perverse way things.
yes, still "deficiency" in outlook 2016. can enable contacts address books if in account in profile - shared folder not opened account. contact folders in public folder can used in address book, shared contact folders cannot. sorry.
