Cannot start Microsoft Office Outlook.Cannot open the Outlook - Microsoft Community

following error anytime try open outlook. have outlook 365 , on laptop. have uninstalled office , reinstalled it, problem still happening. have tried run scanpst.exe thing, not on computer.
