stopped receiving of emails.  got 12/8/17 , stopped.  please help!

i have same on same date.  my custom outlook emailbstopped sending/receiving.  i followed instructions, , uninstalled , reinstalled multiple times, tried varied apps , set new outlook email.  

i still cannot send or receive outlook emails.
