    seems sending account has been banned due detected spam activity. admin can unblock blocked office 365 email account via using exchange admin center.  
  •
 go eac, navigate 
protection > 
action center.
  •
 select 
search icon , enter smtp address of blocked user.
  •
 click 
unblock account in description pane.
  •
 click 
yes confirm change.
