i've seen articles talks how if collaborating other editors in real time online on word or powerpoint document, should able see "chat" icon , able chat live other people, skype business users, in online file @ same time.
however, have never seen in of word or ppt files @ work office 365 (running education license)? doesn't it's setting needs turned "on" office 365 administrators. so, thing think of whether functionality available skype business online users or available tenant using skype business on premise well.
on other hand, in personal microsoft account, see skype icon opens panel looks similar.
it'll great find out what's missing.

this feature supported in skype business hybrid environment, there’s mix of on-premise server plus skype business online services. pure on-premise environment not supported.
